Conan heads to Minato Mirai in Yokohama with Ran, Sonoko, and Togo, accompanied by Masumi Sera, who loves motorcycles. They are on their way to a motorcycle event called the Kanagawa Festival.
Suddenly, a mysterious black motorcycle appears, driving recklessly and even leaping over the car carrying Conan and the others.
The one pursuing it is the same policewoman whom Ran once saw before. None other than Chihaya Hagiwara of the Kanagawa Prefectural Police Traffic Mobile Unit.
However, by the end of the intense chase, Chihaya’s motorcycle is wrecked, and the rider of the black bike narrowly escapes just as she was about to capture him.
Afterward, Conan and the others arrive at the festival hall in Yokohama, where a white motorcycle called The White Phantom, equipped with the latest technology, is being unveiled to the public for the first time.
